Jay is currently an attorney representing child and adult victims of crime in a variety of civil cases. In 1984 he founded and served as the first Executive Director of the National Center for Missing and Exploited Children in Washington D.C. He has authored Florida statutes on the issues of sexual predators, the privacy of sexual crime victims, the protection of child witnesses, and the right of crime victims to speak at sentencing.
